加强产学研协同创新是实现创新驱动发展的关键,协同创新是实现重大科技创新而开展的大跨度整合的创新组织模式。在对河北省产学研合作实证研究的基础上,利用因子分析和回归分析,得出了影响产学研协同创新的四大因素：平台支撑、协同机制、协同能力、合作关系,并探索出不同因素对协同创新绩效的影响程度。     

中日科研资助体系对比研究及启示

自2015年来深化科技体制改革进入关键期,再造国家科研资助体系提上日程。从竞争性与非竞争性的二元结构资助体系、产学合作政策两个维度,对比分析中日两国的科研资助体系发现,当前我国还存在非竞争性科研经费比例偏低、竞争性资助计划覆盖领域和人群不够充分、对产学研合作的政策引导尚存不足等问题。因此,还需进一步优化科研资助体系,使其在二元结构、覆盖面等方面更加合理,并强化对产学研合作的政策规范和引导。     

Valuing the project: a knowledge-action response to network governance in collaborative research

The delegation of research to self-directed networks is a relatively new strategy to focus academic endeavour on public priorities. Networks involve policy-makers, knowledge producers and knowledge users in unfamiliar governance and management relationships. Here we reflect, as practitioners, on research networks as complex governance systems and on their projects as knowledge-action systems designed to deliver public value. Projects represent the currency in which delegated research is issued, but their conversion into monetary grants and awards diverts attention from their potential as boundary organizations or communities of practice in the production of societal knowledge and understanding. Recognizing and supporting projects as scalable components of enduring knowledge-action systems, rather than as transient instances of research funding, is key to sustaining delivery of public value under conditions of network governance.     

Islamic Banking Sustainability: A Review of Literature and Directions for Future Research

This study reviews literature on the Islamic banking sustainability and presents directions for future research. The article discourses scholars’ and practitioners’ views on the two perspectives of sustainability in relation to the objectives of Islamic banking and finance. That there are limited studies on Islamic banking sustainability is one of the major issues presented in the article. The study highlights essential issues on the sustainability without in-depth empirical analysis. The needs for long-term economic, social, and environmental sustainability are not a compromising issue. Therefore, Islamic banks must strike a balance between the institutional, societal, and environmental sustainability in order to achieve the objective of Sharia.

美国涉华诉讼对科技交流政策的影响和展望

美国司法部的“中国行动计划”实施三年以来,给中美两国正常的科技合作和学术交流带来了严重的影响和打击。近期美国一系列涉华诉讼引发了各界讨论,迫切敦促美国政府机构在保护知识安全的同时必须兼顾学术开放。美国最高科技政策决策机构决意出台实施指南,解决科技学术界的紧迫关切。中美两国领导人的线上会晤也就全球关切的议题进行交流合作,释放了积极信号,我国亦应鼓励科研人员继续进行跨国界的科学探索,努力促成和恢复中美在科技、人文等领域的正常交流合作。
